How this topic is examined

4.3 is primarily an evaluation topic. Paper 1 part (b) questions ask you to evaluate protection in a given context, and Paper 2 texts describe tariffs, quotas or trade disputes and ask whether the policy is justified.

Strong answers weigh each argument against its counter-argument, use real examples (US steel tariffs, infant industries in East Asia, anti-dumping duties), and reach a conclusion that depends on the context.

1 The protection debate

Free trade maximizes total welfare, but its gains and losses are unevenly spread.

Think about it

A town's only factory is closing because imports are cheaper. The town's residents ask the government for a tariff. Should it agree?

In 4.1 you saw that free trade raises total welfare, and in 4.2 that every form of protection creates a welfare loss. Yet protection is common. There are two reasons. First, the costs and benefits of trade fall on different groups: consumers gain a little each from cheap imports, while a few industries and regions can lose heavily. Concentrated losers lobby harder than dispersed winners. Second, there are some genuine economic and strategic arguments for protection in particular circumstances.

Your task in this topic is to understand each argument, its strengths and its weaknesses, and to apply them to real cases.

2 Economic arguments for protection

Some arguments have economic merit in specific circumstances.

2.1 Protecting domestic jobs

If imports replace domestic production, workers in import-competing industries lose their jobs. Protection can save those jobs, especially where workers have few alternatives and unemployment is concentrated in particular regions.

But: jobs saved in protected industries may be offset by jobs lost elsewhere. Consumers pay higher prices and spend less on other goods; industries using the protected good as an input face higher costs; and trading partners may retaliate against exporters. The cost per job saved is often very high. In the long run, retraining and supply-side policies are usually a better response to structural change.

2.2 The infant industry argument

A new industry in a developing country may have high costs at first because it lacks experience and economies of scale. It cannot compete with established foreign firms. Temporary protection may allow it to grow, learn and reach the scale at which it becomes competitive, after which protection can be removed. Many economists accept this argument in principle; South Korea and Taiwan used it to build industries that are now world leaders.

But: it is hard to pick industries that will become competitive; protection is often never removed because firms lobby to keep it; and protected firms may have little incentive to become efficient. Many infant industries protected in Latin America and Africa in the 1960s and 1970s never 'grew up'.

2.3 Anti-dumping

Dumping occurs when a firm sells exports abroad at a price below its cost of production (or below the price in its home market), often supported by government subsidies. Dumping can drive domestic firms out of business. WTO rules allow anti-dumping duties where dumping can be proven.

But: dumping is hard to prove, and anti-dumping cases are sometimes used as an excuse for protection. If the exporting country is simply more efficient, low prices are not dumping.

2.4 Correcting a current account deficit

Protection reduces imports, which may improve a current account deficit in the short run.

But: it does not tackle the underlying cause, such as low competitiveness; it invites retaliation that reduces exports; and it raises costs for firms that use imported inputs.

2.5 Government revenue

For many low-income countries, tariffs are an important source of government revenue because they are easy to collect at ports, while income taxes are hard to collect from a large informal economy.

But: tariffs distort trade and are a regressive source of revenue; developing a broader tax base is better in the long run.

2.6 Diversification

A country that depends on a few exports (often primary commodities) is vulnerable to price swings. Protection can help develop new industries and diversify the economy.

3 Non-economic and strategic arguments

Some goods matter for reasons beyond price.

National security. Countries may want domestic production of strategic goods (weapons, energy, food, semiconductors, medical supplies) so they are not dependent on potentially hostile countries. The shortages of medical equipment in 2020 and of energy in 2022 strengthened this argument. But: almost anything can be called 'strategic', and the argument is easily abused.

Health, safety and environmental standards. Countries may ban or restrict imports that do not meet their standards: food with harmful additives, unsafe toys, products made with child labour or causing environmental harm. But: standards can be used as disguised protection (4.2).

Protecting culture. Some countries restrict foreign films or media to protect their cultural identity; France and Canada have quotas for domestic content on radio and television.

In the real world

In 2022 the United States passed the CHIPS Act, providing about $52 billion of support for domestic semiconductor production, justified largely on national security grounds after supply chain disruptions and concerns about dependence on Asian chip makers.

4 Arguments against protection

Protection usually costs more than it saves.

Higher prices and less choice for consumers. Consumers pay more for protected goods and may face lower quality.

Inefficiency. Protected firms face less competition, so they have less incentive to cut costs or innovate. Resources are misallocated into industries where the country lacks a comparative advantage.

Higher costs for other firms. Protection on inputs (steel, components) raises costs for industries that use them, reducing their competitiveness at home and abroad.

Retaliation and trade wars. Trading partners may respond with their own tariffs, harming exporters. The 2018 to 2019 tariffs between the US and China hit US farmers when China retaliated against soybean imports.

Reduced export competitiveness. If protection keeps inputs dear and the currency strong, export industries suffer.

Harm to developing countries. Rich-country protection, especially agricultural subsidies and tariffs, blocks developing countries' exports.

Welfare loss. As shown in 4.2, protection creates deadweight losses.

5 Protection and developing countries

The case for protection is often stronger for poorer countries.

Some arguments carry more weight for developing countries. Infant industry protection may be needed to diversify away from primary commodities. Tariffs may be a vital source of revenue. And many of today's rich countries, including the UK, the US, Germany, Japan and South Korea, used protection during their own industrialization; the economist Ha-Joon Chang argues that rich countries now 'kick away the ladder' they themselves climbed.

Against this, protection can lock developing countries into inefficient industries, raise the cost of capital goods and inputs they need, and limit their access to export markets through retaliation. The most successful developing economies in East Asia combined some temporary protection with a strong focus on exporting, which forced firms to become competitive.

6 Evaluating the arguments

Context decides the answer.

When evaluating protection in a specific case, ask: What is the stated aim (jobs, security, revenue, development)? Is protection the best tool, or would a subsidy, retraining or supply-side policy achieve the aim at lower cost? Who gains and who loses, and by how much? Is it temporary with a clear exit plan? What is the risk of retaliation? What is the evidence from similar cases?

Economists generally conclude that protection is a costly way to achieve most aims, but that there are specific, limited circumstances, such as genuine infant industries, proven dumping, and strategic goods, where it can be justified.

7 Protecting domestic jobs

The employment argument.

Protection may save jobs in import-competing industries in the short run. However, it raises costs for consumers and firms using imported inputs, may provoke retaliation, and preserves inefficient industries. The cost per job saved is often very high.

8 Infant industry argument

Helping new industries grow.

New industries may need temporary protection until they achieve economies of scale and can compete internationally. Problems: protection often becomes permanent, firms lack incentives to become efficient, and governments may choose the wrong industries.

9 National security

Strategic industries.

Countries may protect industries considered vital for security: defence, energy, food, semiconductors and medical supplies. The COVID-19 pandemic and geopolitical tensions increased focus on supply-chain resilience.

10 Health, safety and environmental standards

Legitimate regulation.

Restrictions on imports that do not meet health, safety or environmental standards protect consumers. However, such standards can also be used as disguised protection.

11 Anti-dumping

Unfair pricing.

Dumping is selling exports below the cost of production or below domestic prices. Anti-dumping duties are permitted under WTO rules if dumping harms domestic industry, but proving dumping is difficult.

Balance of payments argument.

Protection may reduce imports and a current account deficit in the short run, but retaliation and higher costs may reduce exports, and it does not address the underlying causes such as low competitiveness.

16 Political economy of protection

Concentrated benefits, dispersed costs.

The benefits of protection are concentrated on a few producers who lobby hard; the costs are spread across many consumers who each lose a little and rarely organize. This explains why protection persists despite overall losses.

20 Supply-chain resilience

Reshoring and friend-shoring.

Recent shocks have led countries to encourage production at home (reshoring) or in allied countries (friend-shoring) to reduce dependence on rivals. This may increase security but raise costs.

Green trade measures.
