Guiding questions

Is a country that grows fast by cutting down its forests really developing? Can poor countries grow without harming the environment? What would it take to end extreme poverty by 2030?

How this topic is examined

4.7 opens the development section of Unit 4. Paper 1 and Paper 2 questions ask you to distinguish growth from development, explain sustainability, and evaluate whether a strategy described in a text is sustainable.

Strong answers use the three dimensions of sustainability (economic, social, environmental), refer to specific SDGs, and use real country examples.

Command term	What the examiner wants
Define	the precise meaning, ideally in the IB wording, in one or two sentences
Draw / Sketch	a fully labelled diagram with every axis, curve, equilibrium and change labelled
Explain	a causal chain linked to economic theory, usually supported by a diagram
Analyse	break a situation into its parts and trace the effects of each
Evaluate / Discuss	weigh up arguments, question assumptions and reach a justified conclusion using real-world examples

1 Economic growth and economic development

Growth is more output. Development is a better life.

Think about it

Two countries have the same GDP per capita. In one, most children finish secondary school and people live to 78; in the other, half the children leave school early and life expectancy is 60. Are they equally developed?

Economic growth is an increase in real GDP (or real GDP per capita) over time. It is a quantitative measure: more goods and services are produced.

Economic development is a broader, qualitative concept: an improvement in the economic well-being and quality of life of the population. It includes higher incomes, but also less poverty, better health and education, greater equality, more opportunities and freedoms, and a cleaner environment. The economist Amartya Sen described development as the expansion of people's capabilities: their real freedom to live the lives they value.

Growth can support development: it generates incomes, jobs and tax revenue for health and education. But growth does not guarantee development. If its benefits go to a small elite, if it destroys the environment, or if governments do not invest the revenue in people, growth can coexist with persistent poverty. Conversely, some countries, such as Sri Lanka and Costa Rica, have achieved good health and education outcomes at relatively modest income levels.

	Economic growth	Economic development
Meaning	increase in real GDP	improvement in well-being and quality of life
Nature	quantitative	qualitative and multidimensional
Measured by	real GDP growth, GDP per capita	HDI, MPI, health and education indicators
Can occur without the other?	yes: growth with rising inequality	partly: health gains at low income

Quick check

1. Distinguish growth from development.

2. How can growth occur without development?

Answers: 1. growth: more output; development: better quality of life 2. benefits concentrated, environment harmed, revenue not invested in people

2 The meaning of sustainable development

Development that does not borrow from the future.

Sustainable development was defined by the Brundtland Commission (1987) as 'development that meets the needs of the present without compromising the ability of future generations to meet their own needs'.

It has three dimensions that must be balanced. Economic sustainability means growth and incomes that can be maintained over time. Social sustainability means inclusion, equity, health, education and stable institutions. Environmental sustainability means using natural resources no faster than they can be renewed, and keeping pollution within the capacity of the environment to absorb it.

Development that relies on depleting non-renewable resources, destroying forests or polluting rivers may raise GDP today but reduces the resources available to future generations: it is not sustainable. This links directly to the market failures of 2.8, especially negative externalities and common pool resources.

Figure 1. The three dimensions of sustainable development.

Quick check

1. Give the Brundtland definition of sustainable development.

2. Name the three dimensions.

Answers: 1. meeting present needs without compromising future generations' ability to meet theirs 2. economic, social, environmental

3 The Sustainable Development Goals

Seventeen goals agreed by every UN member for 2030.

In 2015 all 193 UN member states adopted the Sustainable Development Goals (SDGs): 17 goals with 169 targets to be achieved by 2030. They replaced the Millennium Development Goals (2000 to 2015) and apply to all countries, rich and poor.

The goals cover ending poverty (SDG 1) and hunger (SDG 2); good health (3); quality education (4); gender equality (5); clean water and sanitation (6); affordable clean energy (7); decent work and economic growth (8); industry, innovation and infrastructure (9); reduced inequalities (10); sustainable cities (11); responsible consumption and production (12); climate action (13); life below water (14) and on land (15); peace, justice and strong institutions (16); and partnerships (17).

Progress has been uneven. Extreme poverty fell sharply before 2020, but the pandemic, conflicts and rising food prices reversed some gains, and on current trends many targets will not be met by 2030. The SDGs nevertheless provide a common framework for measuring progress and directing aid and investment.

Selected SDG	Example target
1 No poverty	eradicate extreme poverty (below $2.15 a day)
4 Quality education	all children complete free primary and secondary education
5 Gender equality	end discrimination against women and girls
7 Clean energy	increase the share of renewable energy
13 Climate action	integrate climate measures into national policies

Quick check

1. How many SDGs are there, and by when should they be met?

2. Give two examples of SDGs.

Answers: 1. 17, by 2030 2. e.g. no poverty, quality education, climate action

4 Poverty, development and the environment

Poverty and environmental damage reinforce each other.

Poverty and environmental degradation are closely linked. People in extreme poverty often depend directly on natural resources (farmland, forests, fish, water) for survival. With no alternatives, they may overuse them: clearing forests for fuel and farmland, overgrazing land, overfishing. This degrades the resources they depend on, deepening poverty: a vicious circle.

Poor communities are also the most vulnerable to environmental damage. Climate change brings droughts, floods and storms that hit low-income countries hardest, even though they have contributed least to global emissions. Lack of clean water and sanitation causes disease that reduces productivity.

At the same time, rich countries' consumption drives much of the world's resource use and emissions. Sustainable development therefore requires action by both rich and poor countries, with rich countries supporting poorer ones through finance and technology transfer.

In the real world

In the Sahel region of Africa, drought, population growth and overgrazing have degraded land, reducing farm incomes. The 'Great Green Wall' initiative aims to restore 100 million hectares of land across 11 countries by 2030, combining environmental restoration with jobs and food security.

5 Policies for sustainable development

Combine growth with inclusion and environmental protection.

Market-based environmental policies: carbon taxes, tradable permits and removing fossil fuel subsidies make prices reflect environmental costs (2.8).

Investment in renewable energy and clean technology reduces dependence on fossil fuels; falling solar and wind costs make this increasingly affordable for developing countries.

Investment in human capital: education (especially for girls), health and family planning support both development and lower environmental pressure.

Secure property rights and community management of land, forests and fisheries give people an incentive to conserve resources (Ostrom, 2.8).

International cooperation: climate agreements, climate finance for developing countries, debt-for-nature swaps and technology transfer.

Measuring progress beyond GDP: green GDP, the HDI, the MPI and the SDG indicators.

Policy	Strength	Limitation
Carbon tax	corrects externality; revenue	regressive; political resistance
Renewable energy investment	reduces emissions; energy security	high upfront costs; finance needed
Girls' education	raises incomes, lowers fertility	long time lag
Community resource management	local knowledge; incentives to conserve	needs strong institutions
Climate finance	helps poor countries adapt	rich countries' pledges often unmet

Key point

Sustainable development means growth that is inclusive and environmentally responsible. Strong answers show trade-offs between the three dimensions and how policies manage them.

6 Defining sustainable development

The Brundtland definition.

Sustainable development meets the needs of the present without compromising the ability of future generations to meet their own needs (Brundtland Report, 1987). It has economic, social and environmental dimensions.

WORKED EXAMPLE 1 Dimensions (standard)

Identify the three dimensions of sustainable development.

Solution

Economic, social, environmentalA1

7 Economic growth versus economic development

Not the same thing.

Economic growth is an increase in real GDP. Economic development is a broader improvement in living standards: health, education, freedom, reduced poverty and inequality. Growth can support development but does not guarantee it.

WORKED EXAMPLE 2 Distinguishing (exam level)

Explain why growth may occur without development.

Solution

Gains may go to a small eliteR1

Environmental damage and poor public services may offset income gainsR1

8 The Sustainable Development Goals

17 global goals.

The UN's 17 Sustainable Development Goals (2015–2030) include ending poverty and hunger, good health, quality education, gender equality, clean water, affordable clean energy, decent work, reduced inequality, climate action and life below water and on land.

Quick check

1. Name three Sustainable Development Goals.

Answers: 1. no poverty; quality education; climate action

9 Links between poverty and the environment

A two-way relationship.

Poverty can cause environmental damage (deforestation for fuel, overgrazing); environmental damage worsens poverty (soil degradation, water scarcity). Poor communities are often most vulnerable to climate change.

WORKED EXAMPLE 3 Poverty trap (standard)

Explain how poverty and environmental degradation can reinforce each other.

Solution

Poor households overuse land and forests to surviveR1

Degradation reduces future income and food supplyR1

10 Natural capital

The environment as an asset.

Natural capital includes forests, fisheries, minerals, clean air and water. Depleting natural capital to increase GDP now reduces future production possibilities. Sustainable development maintains or replaces natural capital.

Quick check

1. Why can depleting natural capital overstate GDP growth?

Answers: 1. income from depletion is counted, but the loss of the asset is not

11 Climate change and development

Unequal impacts.

Climate change threatens development through extreme weather, falling crop yields, water stress, rising sea levels and disease. Low-income countries contributed least to emissions but face the greatest risks.

In the real world

In 2022, floods covered about a third of Pakistan, affecting over 30 million people and causing damage estimated at over $30 billion.

Quick check

1. Why do low-income countries face greater climate risks?

Answers: 1. more dependence on agriculture and less capacity to adapt

12 Measuring sustainability

Indicators.

Indicators include: ecological footprint, carbon emissions per capita, the Environmental Performance Index, inequality-adjusted HDI, and adjusted net savings (which subtracts natural resource depletion).

Quick check

1. What does the ecological footprint measure?

Answers: 1. land and sea area needed to supply resources and absorb waste

13 Renewable energy and development

Clean growth.

Renewable energy (solar, wind, hydro) can expand energy access while reducing emissions. Falling solar costs allow off-grid systems in rural areas without expensive grid connections.

Quick check

1. How can off-grid solar support development?

Answers: 1. provides electricity for lighting, phones and businesses in rural areas

14 Sustainable agriculture

Feeding the world.

Sustainable agriculture improves yields while protecting soil and water: conservation agriculture, agroforestry, efficient irrigation, improved seeds and reduced fertilizer runoff.

Quick check

1. Give one sustainable agricultural practice.

Answers: 1. agroforestry or drip irrigation

15 Policies for sustainable development

Government roles.

Policies include carbon pricing, removing fossil-fuel subsidies, protecting natural resources, investing in clean energy and education, and international climate finance.

WORKED EXAMPLE 4 Fossil-fuel subsidies (exam level)

Evaluate removing fossil-fuel subsidies.

Solution

Reduces emissions and frees government fundsR1

Raises energy prices for the poor; can cause unrest unless compensatedR1

16 International cooperation

Shared responsibility.

International agreements (Paris Agreement), climate finance from richer countries, technology transfer and debt-for-nature swaps support sustainable development.

Quick check

1. What is a debt-for-nature swap?

Answers: 1. foreign debt is cancelled in exchange for local conservation spending

17 Mixed review: worked problems

Bringing the ideas together.

WORKED EXAMPLE 5 Mixed problem (exam level)

Explain why rapid growth based on natural resource extraction may not be sustainable.

Solution

Depletes non-renewable resourcesR1

Environmental damage reduces future output and well-beingR1

18 Additional exam-style practice

Paper 1 and Paper 2.

WORKED EXAMPLE 6 Paper 1 part (b) (exam level)

Evaluate the view that economic growth is necessary for sustainable development. [15]

Solution

Growth funds services, reduces povertyR1 R1

Environmental costs; distribution; alternative measuresR1

Green growth; judgementR1 R1

19 Equity between generations

Intergenerational fairness.

Sustainable development involves fairness between present and future generations. High discount rates in cost–benefit analysis place little weight on future costs, such as climate damage.

Quick check

1. Why does the choice of discount rate matter for climate policy?

Answers: 1. a high rate makes future damage seem small, reducing incentive to act now

20 Circular economy

Reducing waste.

A circular economy keeps materials in use through reuse, repair and recycling, reducing resource extraction and waste compared with the linear 'take, make, dispose' model.

Quick check

1. Give an example of a circular economy practice.

Answers: 1. repairing and refurbishing electronics

21 Case study: Costa Rica

Conservation and development.

Costa Rica reversed deforestation through payments for ecosystem services, expanded protected areas and developed ecotourism, while generating nearly all its electricity from renewable sources.

Quick check

1. How do payments for ecosystem services work?

Answers: 1. landowners are paid to conserve forests that provide public benefits

22 Trade-offs in sustainable development

Hard choices.

Sustainable development involves trade-offs: protecting forests may limit farmland; carbon taxes may raise costs for the poor. Policies must balance economic, social and environmental goals.

Quick check

1. Give one trade-off in sustainable development policy.

Answers: 1. conservation versus agricultural expansion

23 Evaluating with the SDGs

Using the framework.

Strong answers link policies to specific SDGs, consider effects on different groups, and weigh short-run costs against long-run benefits.

WORKED EXAMPLE 7 Linking (standard)

Link providing clean water to two SDGs.

Solution

SDG 6: clean water and sanitationA1

SDG 3: good health and well-beingA1

24 Common misconceptions and links

Students often think…	Actually…
growth and development are the same	development is broader and qualitative
sustainability is only about the environment	it has economic, social and environmental dimensions
poor countries cause most environmental damage	rich countries' consumption drives much of it; the poor are most vulnerable

How 4.7 connects to the rest of the course

Topic	Connection
2.8 Externalities and common pool resources	market failure behind environmental damage
3.1 Limits of GDP	growth does not measure well-being
4.8 Measuring development	HDI, MPI, sustainability indicators
4.9 and 4.10	barriers and strategies

25 Exam-style question with markscheme

Try this under exam conditions (about 15 minutes) before reading the markscheme.

Figure 2. Share of the world population in extreme poverty.

Text A. Extreme poverty fell sharply between 1990 and 2019, mainly because of rapid growth in East and South Asia. The pandemic and rising food prices reversed some of this progress. Much of the growth was powered by coal, raising concerns about sustainability.

(a) Distinguish between economic growth and economic development. [2]

(b) Describe the trend in extreme poverty. [2]

(d) Explain one policy that could make development more sustainable. [3]

Markscheme
