There is no additional HL content in 4.10. SL and HL students study the same material.

Guiding questions

How did East Asian economies grow so fast? Does foreign aid help poor countries develop? Should developing countries open up to multinationals or protect their own firms?

How this topic is examined

4.10 is the most evaluative topic in Unit 4. Paper 1 essays ask you to evaluate one or more strategies for development; Paper 2 texts describe a country's policies and ask you to judge them.

Strong answers match each strategy to the barrier it addresses (4.9), use specific country examples, and recognise that no single strategy works everywhere.

Command term	What the examiner wants
Define	the precise meaning, ideally in the IB wording, in one or two sentences
Draw / Sketch	a fully labelled diagram with every axis, curve, equilibrium and change labelled
Explain	a causal chain linked to economic theory, usually supported by a diagram
Analyse	break a situation into its parts and trace the effects of each
Evaluate / Discuss	weigh up arguments, question assumptions and reach a justified conclusion using real-world examples

1 Approaches to development

There is no single path, but there are lessons.

Think about it

If you advised the government of a low-income country with $1 billion to spend, would you put it into schools, roads, a new factory or something else? Why?

Development strategies aim to overcome the barriers explained in 4.9. They differ in who leads (markets or governments), where the money comes from (domestic saving, trade, foreign investment, aid, borrowing) and what they prioritize (industry, agriculture, human capital, institutions).

Experience suggests that the most successful developers, such as South Korea, Taiwan, Singapore and later China and Vietnam, combined strong investment in education and infrastructure, export-oriented growth, macroeconomic stability and an active state. But strategies must fit each country's resources, institutions and history.

2 Trade strategies: import substitution, export promotion and diversification

Look inward, look outward, or spread the risk.

2.1 Import substitution industrialization (ISI)

Import substitution means replacing imported manufactured goods with domestic production, protected by tariffs, quotas and subsidies. Widely used in Latin America, India and Africa from the 1950s to the 1980s, it aimed to build industry, create jobs, save foreign exchange and reduce dependence on commodity exports (the infant industry argument, 4.3).

Results: ISI did build some industrial capacity, but protected firms often stayed inefficient and high-cost; domestic markets were too small for economies of scale; imports of capital goods and inputs still had to be paid for; and agriculture and exports were neglected. Many ISI economies ran into debt and balance-of-payments crises in the 1980s.

2.2 Export promotion (export-led growth)

Export promotion means growing by producing goods for world markets, using comparative advantage, often starting with labour-intensive manufactures and moving up to higher-value products. Governments support exporters with infrastructure, education, export processing zones, tax incentives and sometimes an undervalued currency.

Results: export-led growth powered the East Asian 'tigers' and later China and Vietnam. Exporting gives access to large markets and economies of scale, forces firms to be competitive, and earns foreign exchange. Risks: dependence on world demand (exports fall in global recessions), possible exploitation of low-wage labour, and protectionism by importing countries.

2.3 Diversification

Diversification means broadening the range of goods and services a country produces and exports, reducing dependence on a few primary commodities. It reduces vulnerability to price shocks. Governments encourage diversification through investment in skills and infrastructure, support for new sectors, and sometimes industrial policy. Countries such as Malaysia (from rubber and tin to electronics) and Chile (from copper to fruit, wine and fish) have diversified successfully.

Strategy	Advantages	Disadvantages
Import substitution	builds industry; saves foreign exchange	inefficiency; small markets; neglect of exports
Export promotion	large markets; competition; foreign exchange	dependence on world demand; risk of exploitation
Diversification	less vulnerable to price shocks	requires skills, capital and time

Quick check

1. Define import substitution.

2. Why did export promotion work well in East Asia?

3. Why is diversification important for commodity exporters?

Answers: 1. replacing imports with protected domestic production 2. large markets, competition, scale, with strong education and infrastructure 3. reduces vulnerability to commodity price shocks

3 Market-led and interventionist strategies

How much should the state do?

Market-led strategies emphasise free markets: trade liberalization, privatization, deregulation, removal of price controls, low inflation and balanced budgets. These ideas, known as the Washington Consensus, were promoted by the IMF and World Bank in the 1980s and 1990s. Supporters argue that they improve efficiency and attract investment. Critics note that rapid liberalization in Latin America and Africa often produced disappointing growth, rising inequality and financial crises.

Interventionist strategies give the state an active role: investing in infrastructure, education and health, directing credit to strategic industries, and protecting infant industries for a time. The East Asian 'developmental states' combined intervention with strong pressure on firms to export.

Most economists now favour a balanced approach: markets to allocate most resources, with the state providing public goods, merit goods, infrastructure, regulation and social protection.

4 Investment in people, infrastructure and institutions

The foundations of every successful strategy.

Human capital. Education (especially primary and secondary, and for girls) and health care raise productivity and incomes and break the poverty cycle. Conditional cash transfers (3.4) link income support to schooling and health.

Infrastructure. Roads, ports, power and internet reduce costs and connect producers to markets.

Institutions. Secure property rights (for example, land titling), independent courts, anti-corruption agencies and effective tax collection create the conditions for investment.

Gender empowerment. Education for girls, access to credit and property for women, and laws against discrimination use the full potential of the population and improve children's health and education.

Appropriate technology and agriculture. Improving farm productivity through better seeds, irrigation and extension services raises incomes for the rural majority in many low-income countries.

In the real world

Rwanda invested heavily in health, education and anti-corruption institutions after 1994. Life expectancy rose from under 30 in 1994 to over 65 by 2020, and growth averaged around 7% a year in the 2000s and 2010s, though poverty remains high.

5 Foreign direct investment and multinational corporations

Capital and know-how from abroad, at a price.

Foreign direct investment (FDI) is long-term investment by a firm in another country, giving it control, such as building a factory. Most FDI is made by multinational corporations (MNCs), firms that operate in more than one country.

Benefits for the host country: capital to supplement low domestic saving; jobs and higher wages; transfer of technology, management skills and training; tax revenue; access to export markets through the MNC's networks; and improvements in infrastructure.

Costs: profits are sent home (repatriated), reducing GNI; MNCs may use transfer pricing to shift profits to low-tax countries; they may exploit weak labour and environmental regulations; they may crowd out local firms; and governments may offer large tax breaks to attract them, reducing revenue. MNCs can also have significant political influence.

Benefits of FDI	Costs of FDI
capital and investment	profit repatriation
jobs and training	transfer pricing, tax avoidance
technology transfer	environmental and labour exploitation
exports and tax revenue	crowding out local firms; tax incentives

Quick check

1. Define FDI.

2. Give two benefits and two costs of MNCs for host countries.

Answers: 1. long-term investment giving control of a foreign enterprise 2. capital, jobs, technology / profit repatriation, transfer pricing, exploitation

6 Aid, debt relief and microfinance

Outside help can support development, but design matters.

6.1 Foreign aid

Official development assistance (ODA) is aid from governments, given as grants or concessional (low-interest) loans. It can be bilateral (from one country) or multilateral (through international organizations). Humanitarian aid responds to emergencies; development aid funds long-term projects; tied aid must be spent on goods and services from the donor country. Non-governmental organizations (NGOs) also provide aid.

Arguments for aid: it fills the savings gap, funds health, education and infrastructure, and saves lives in emergencies. Programmes such as vaccination campaigns and malaria nets have been very effective. Arguments against: aid may be lost to corruption, create dependency, reduce pressure for domestic reform, and tied aid reduces value. The effectiveness of aid depends heavily on governance in the recipient country and on how well projects are designed.

6.2 Debt relief

Debt relief cancels or reduces the debts of highly indebted poor countries, freeing revenue for social spending. The HIPC initiative and the Multilateral Debt Relief Initiative cancelled over $100 billion of debt for more than 30 countries. Critics argue that it can encourage future irresponsible borrowing (moral hazard) and that conditions attached may be harsh.

6.3 Microfinance

Microfinance provides small loans, savings accounts and insurance to people without access to traditional banks, often women in rural areas. Pioneered by Muhammad Yunus and the Grameen Bank in Bangladesh, it helps people start or expand small businesses. Evidence from randomized trials suggests modest benefits: it helps households manage risk, but rarely transforms incomes on its own, and interest rates can be high.

Quick check

1. Distinguish humanitarian and development aid.

2. Why can tied aid be less valuable?

3. What is microfinance?

Answers: 1. emergency relief vs long-term projects 2. recipients must buy from the donor, often at higher prices 3. small loans and financial services for people excluded from banks

7 The role of international institutions

The World Bank, IMF and WTO shape the rules and finance of development.

Institution	Main role	Criticisms
World Bank	long-term loans and grants for development projects; research and advice	past conditions linked to the Washington Consensus; voting dominated by rich countries
International Monetary Fund (IMF)	short-term loans to countries with balance of payments crises; surveillance	austerity conditions that worsened recessions
World Trade Organization (WTO)	trade rules and dispute settlement	rules favour rich countries; stalled Doha Round

These institutions have changed over time: the IMF now places more weight on social spending, and the World Bank emphasises poverty reduction, health, education and climate. Regional development banks and newer lenders, such as China, also play an increasing role.

8 Evaluating development strategies

Match the strategy to the barrier and the country.

When evaluating a strategy, ask: Which barrier does it address? What is the evidence from countries that tried it? Who gains and who loses? Is it sustainable (environmentally and financially)? What are the time lags? Does the country have the institutions to implement it? What are the alternatives?

A good conclusion usually recognises that strategies work best in combination: investment in human capital and infrastructure, sound institutions, an outward orientation that uses comparative advantage while diversifying, and support from the international community.

Key point

No single strategy guarantees development. Evaluate by linking each strategy to a specific barrier, using evidence, and judging what fits the country.

9 Trade-oriented strategies

Export promotion and import substitution.

Import substitution industrialization (ISI) protects domestic industries to replace imports (Latin America 1950s–1980s); it often led to inefficiency. Export promotion encourages production for world markets (East Asian 'tigers'), gaining economies of scale and foreign exchange.

WORKED EXAMPLE 1 Comparing (exam level)

Compare import substitution and export promotion.

Solution

ISI: protection, domestic market focus; risk of inefficiencyR1

Export promotion: world markets, competition, scale; risk of dependence on demand abroadR1

10 Economic diversification

Reducing dependence.

Diversifying away from a few primary commodities into manufacturing and services reduces vulnerability to price shocks and creates higher-value jobs. Gulf states are investing oil revenues in tourism, finance and technology.

Quick check

1. Why do oil exporters try to diversify?

Answers: 1. oil prices are volatile and reserves are finite

11 Foreign direct investment

Multinationals and development.

FDI brings capital, technology, management skills, jobs and tax revenue, and links firms to global markets. Concerns: profit repatriation, limited local linkages, exploitation of labour or resources, and tax avoidance.

WORKED EXAMPLE 2 Evaluation (exam level)

Evaluate the role of FDI in development.

Solution

Capital, technology transfer, employmentR1

Profit repatriation, environmental damage, limited linkagesR1

12 Foreign aid

Types and effects.

Aid can be humanitarian (emergency relief), development aid (projects, programmes), bilateral (one country) or multilateral (World Bank, UN). Tied aid requires spending in the donor country. Aid can fund health and education but may create dependency or be misused.

Quick check

1. What is tied aid?

Answers: 1. aid that must be spent on goods or services from the donor country

13 Multilateral development assistance

World Bank and IMF.

The World Bank provides long-term loans and grants for development projects; the IMF provides short-term finance for balance-of-payments problems, often with conditions (structural adjustment) that have been criticized.

Quick check

1. Distinguish the roles of the World Bank and IMF.

Answers: 1. World Bank: long-term development; IMF: short-term financial stability

14 Microfinance

Small loans, big ideas.

Microfinance provides small loans, savings and insurance to people without access to banks, often women, using group lending to reduce default. Evidence shows modest benefits; it is not a complete solution to poverty.

WORKED EXAMPLE 3 Evaluation (standard)

Give one strength and one limitation of microfinance.

Solution

Gives poor people access to credit to start businessesR1

High interest rates; small effects on overall povertyR1

In the real world

Muhammad Yunus and Grameen Bank received the Nobel Peace Prize in 2006 for pioneering microcredit in Bangladesh.

15 Investment in human capital

Health and education.

Spending on education and health raises productivity and is one of the most effective development strategies, with high social returns, especially for primary education and girls' education.

Quick check

1. Why does educating girls have high social returns?

Answers: 1. improves health, lowers fertility and raises incomes of the next generation

16 Infrastructure investment

Building foundations.

Investment in roads, ports, electricity and digital networks reduces costs and connects markets. China's Belt and Road Initiative has financed infrastructure in many developing countries, though concerns exist about debt.

Quick check

1. Give one concern about infrastructure financed by foreign loans.

Answers: 1. unsustainable debt

17 Institutional reform

Good governance.

Strengthening property rights, the rule of law, anti-corruption measures and transparent government encourages investment and growth.

Quick check

1. How can secure property rights encourage farmers to invest?

Answers: 1. they can benefit from improvements and use land as collateral

18 Market-oriented versus interventionist strategies

Different philosophies.

Market-oriented strategies (liberalization, privatization, deregulation: the 'Washington Consensus') rely on markets; interventionist strategies use government investment, industrial policy and social spending. Successful economies often combine both.

WORKED EXAMPLE 4 Comparing (exam level)

Evaluate market-oriented development strategies.

Solution

Efficiency, competition, attracting investmentR1

Inequality, market failures, need for public goodsR1

19 Fair trade and ethical consumption

Consumer power.

Fair trade certification guarantees minimum prices and premiums for producers in developing countries. It can raise incomes for some farmers but covers a small share of trade and may not reach the poorest.

Quick check

1. Give one limitation of fair trade.

Answers: 1. covers only a small share of producers

20 Debt relief

Freeing resources.

Debt relief (such as the HIPC initiative) cancels part of poor countries' debts, freeing funds for health and education. Critics warn of moral hazard and the need for good governance.

Quick check

1. How can debt relief support development?

Answers: 1. frees revenue from debt servicing for public services

21 Mixed review: worked problems

Bringing the ideas together.

WORKED EXAMPLE 5 Mixed problem (exam level)

Explain why a combination of strategies is often needed for development.

Solution

Barriers interact (health, infrastructure, institutions)R1

Single strategies cannot address all barriersR1

22 Additional exam-style practice

Paper 1 and Paper 2.

WORKED EXAMPLE 6 Paper 1 part (b) (exam level)

Using real-world examples, evaluate the effectiveness of foreign aid in promoting development. [15]

Solution

Types of aid and their purposesR1

Successes (health programmes) and failures (dependency, corruption)R1 R1

Conditions for effectiveness; judgementR1 R1

23 Case study: East Asian development

Lessons from the 'tigers'.

South Korea, Taiwan, Singapore and Hong Kong combined export orientation, high investment in education, high savings and active government support to achieve rapid development from the 1960s.

Quick check

1. Give two factors behind South Korea's rapid development.

Answers: 1. export orientation and investment in education

24 Common misconceptions and links

Students often think…	Actually…
export promotion means free trade only	East Asian export strategies combined markets with active state support
aid always works or never works	effectiveness depends on design and governance
FDI always benefits host countries	profit repatriation, transfer pricing and exploitation are risks
microfinance lifts everyone out of poverty	evidence shows modest benefits

How 4.10 connects to the rest of the course

Topic	Connection
4.3 Protection	infant industries and ISI
4.1 Comparative advantage	export promotion
4.9 Barriers	what strategies must overcome
3.7 Supply-side policies	investment in human capital and infrastructure
3.4 Inequality and poverty	conditional cash transfers
